Time sync
Description
Sends the master time to the motor so that it can sync its own clock (do this 10 times per second).
Inputs
u48 masterTime: The motor absolute time that the motor should sync to (in microseconds).
Outputs
i32 timeError: The error in the motor's time compared to the master time.
u16 rccIcscr: The contents of the RCC-ICSCR register (holds the HSICAL and HSITRIM settings).
